Job Description:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Specialized Experience: 5 plus years administration support experience with expertise in leadership, coordination of service and background in clinical service areas. You may qualify for the GS-7 level based on your experience and/or education and/or combination as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Communicates verbally and in writing with other services, agencies and private industry to produce prompt and accurate dissemination of information according to VHA guidelines; monitors and completes all special and recurring administrative reports and correspondence according to VA requirements in a timely manner; tracks and trends the data in various budget and workload reports and analyzes to identify areas for improvement; assists Continuous Quality Improvement (CQI) service in Pharmacy service's quality assurance activities such as collecting data, and tracking risk management indicators; exercises fiscal management responsibility in preparing and developing the budgets for the various FCPs, responsible for the development and implementation of policies and procedures which may be directed locally or from Central Office as they relate to patient care; supervisory responsibilities include, but are not limited to: assigning work, reviewing work, developing functional statements, initiating and maintaining performance appraisals, evaluating and reporting performance, handling disciplinary actions, resolving minor problems, assessing training needs, conducting training, initiating award recommendations; coordinates required training for the Pharmacy staff including those sections of training for new employees as assigned by the Chief of Pharmacy; reviews and monitors the currency and accuracy of performance standards, functional descriptions, competencies, orientation, and position descriptions for professional and nonprofessional staff; and develops requests and justification for additional staffing; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have One (1) full year of graduate level education OR Superior Academic Achievement. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 4-year course of study leading to a bachelor's degree. (TRANSCRIPTS REQUIRED) You may qualify for the GS-9 level based on your experience and/or education and/or combination as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Maintains FTEE for Service and man hours for sections reports; coordinates actions with Human Resources Management Service, develops templates of letters of counseling and notifications of disciplinary actions for Pharmacy Service employees; represents the Chief and Assistant Chief, Pharmacy Service, in their absence or conflict in schedule, in all matters not of a clinical nature and acts on various committees not requiring their personal attention to assure timely and orderly flow of pharmacy activities; assists in developing the annual budget plan, budget review and budget forecast. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree OR Two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D. (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond One (1) full year of graduate level education. (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position:
